Evaluation of The Implementation of The Seafarer Expertise Exams Committee (PUKP) 5 PIP Semarang, Indonesia

To obtain a certificate of competency or expertise for Indonesian seafarers, candidates must take a seafarer expertise exam after completing education and training at an institution that the Directorate General of Sea Transportation has approved. This rule has been stated in Indonesia's seafarer quality standard system as a guideline for implementing commercial shipping education and training, as well as testing and certification of seafarers' expertise. Meanwhile, the implementation of the seafarer competency exam is part of the government's policy implementation organization. It is under the authority of the Directorate General of Sea Transportation, Ministry of Transportation. The implementation of the Seafarer Expertise Exams Committee (PUKP 5) in Semarang, Central Java, is one of the locations for the Seafarer Expertise Exams, situated on the campus of the Semarang Merchant Marine Polytechnic. This research evaluates the implementation of activities that are part of qualitative research, using customer satisfaction as a value or service standard. The target population in this study consists of cadets in the eighth semester, from February to July 2025, during the even semester at PIP Semarang. The data were collected through primary research methods, including interviews, questionnaires, and observations, while secondary data were obtained from existing research and relevant documents. From the study's results, a service assessment was conducted by PUKP 5 Semarang across various service processes, including registration of test participants, exam facilities, and activities, and the speed and timeliness of announcements for seafarer skill exam participants. The results of the research can be used to improve the quality of services at PUKP 5 Semarang.
