The Role of Training and Competence in Improving Employee Performance with Motivation as a Mediating Variable

This study aims to analyze the role of training and competency in improving employee performance, with motivation serving as a mediating variable, conducted within the work environment of the Belik District, Pemalang Regency. As the frontline of public service, districts hold a significant responsibility in delivering fast, precise, and efficient services to the community. Therefore, the quality of human resources—particularly employees within the district administration—becomes a key factor in achieving optimal performance. Appropriate training and competencies are believed to enhance work motivation, which in turn positively influences performance. This research adopts a quantitative approach using a survey method. Data were collected through the distribution of questionnaires to employees in the Moga District Office. Data analysis was conducted using Structural Equation Modeling (SEM) to examine both the direct and indirect relationships between training, competency, motivation, and employee performance. The results of the study indicate that training and competency have a positive and significant effect on employee performance, both directly and indirectly through motivation as a mediating variable. In other words, motivation is proven to mediate the relationship between training and competency toward performance. These findings highlight the importance of sustainable human resource development strategies through relevant training and competency enhancement. It is recommended that the Belik District Government continue to promote structured training programs and foster a work environment that motivates employees to further enhance the quality of public service delivery.
